Actually a river’s source is mostly the evaporation from oceans… which it flows back into.
Whilst I cannot speak for the originators of this proverb I’ve always interpreted the word source here to be the geographical one – to paraphrase, the furthest point(s) from a rivers estuary where it starts it’s journey.
